Committee recommends five-year ACH contract for in-jail medical services

Jackson County’s Public Safety & Transportation Committee unanimously recommended a five-year contract with ACH for jail medical services after Sheriff Schutte said prior bids returned $1.5 million and a cooperative Livingston County contract had reduced costs to $1 million; the recommended contract limits annual increases to 4.5%.
Sheriff Schutte told the Jackson County Public Safety & Transportation Committee that a 2024 bid for medical services inside the county jail returned at $1,500,000, and that the county temporarily used a Livingston County cooperative contract to reduce costs to $1,000,000.
“By working with them, we were able to negotiate a contract that only has a 4.5% increase each year,” Sheriff Schutte said, and he recommended the committee forward a five-year contract with ACH for committee recommendation to the full board.
Schutte explained why ACH often is the only bidder: the county’s contract covers 12 hours of service per day rather than 24, which limits market interest. He said the contract includes a consumer-pricing adjustment if market costs rise above the 4.5% cap. He also thanked Jail Lt. Mike Coburn, saying, “Mike Coburn worked really hard on this, to get this over the finish line.”
Committee members asked administrators whether the county was comfortable with the proposed terms. An administrator replied, “The market has, you know, outpaced inflation generally in this field. So and we have to have it.”
Chair asked for a motion to recommend approval; the committee moved, supported and posted the vote. The committee recorded the recommendation as unanimous and forwarded the contract to the full board for final action.
Next steps: the full county board will consider the committee’s recommendation at its next meeting.
