Claudia Mata, the district’s bilingual director, presented the bilingual and English-as-a-second-language evaluation for the 2024–25 school year and outlined assessment outcomes and supports for emerging bilingual students.
Mata told the board the district enrolled 33,307 students in 2024–25 and that approximately 35 percent—11,657 students—were identified as emerging bilinguals. She reviewed assessment comparisons (STAR and TELPAS) that showed emerging bilingual students lagging behind the district average on higher-performance categories: for example, Mata said third-grade 'masters' rates were 24 percent for all students and 11 percent for emerging bilinguals in the presented slide.
The presentation also described professional-development activities and stipends: 628 elementary and secondary teachers received bilingual/ESL stipends totaling $1,078,300. Mata said 36 teachers were serving under bilingual exceptions and waivers and 10 teachers completed bilingual or ESL certification during the year. The director said the department aims to reduce the number of students at the beginning TELPAS level and move more students to intermediate and advanced levels over time.
Trustees did not press for additional actions immediately following the presentation; Mata invited questions and noted more data was included in the board packet.
