Roseville council adopts ordinance change to clarify dangerous‑animal hearing officer

The City Council unanimously adopted an amendment to section 501.15 of the Roseville city code on Monday that changes who may serve as the hearing officer for appeals of dangerous‑or‑potentially‑dangerous animal determinations.
Commander Steinberg of the Roseville Police Department told the council the change was prompted by the local humane society ending its impound and investigative services and that best practice is to name an impartial person appointed or retained by the city rather than a specifically named humane‑society director. "We are requesting the hearing officer definition be redefined as an impartial employee appointed by the city or an impartial person retained by the city to conduct the hearing under this chapter," Steinberg said.
Council member Schroeder moved to adopt the ordinance amendment; the motion was seconded and the council approved it unanimously. The council also voted to approve an ordinance summary publication resolution that, by state law, required a 4/5 supermajority (with a five‑member council that means four votes). That resolution also passed unanimously.
What this means: appeals of dangerous‑animal determinations will be heard by a city‑appointed or city‑retained impartial hearing officer rather than the specific external humane‑society director named in the prior code language. Staff said a professional services agreement for hearing officer services appears on the consent agenda (10f) for council approval.
