The consent agenda included approval of minutes from Nov. 17, 2025; a proposal for design engineering services for the Bacon Avenue water main and road reconstruction; a GIS support proposal tied to specific account codes; and an intergovernmental agreement with the Berkley School District for rapid flashing beacon installations on Catawba Drive. Councilmember Hennen moved the consent agenda, which passed on roll call.
On a separate item, the council approved a revised letter of engagement with Shifman Fournier to continue representing the city on labor matters. City Manager Van Vlack praised the firm's institutional knowledge and said the hourly rate would increase from $165 to $185; she said current spending is roughly 50% of the labor attorney budget and no budget amendment was necessary at this time. The motion to approve the engagement passed unanimously.
During communications, council members announced upcoming meetings and community events: the planning commission public hearing on the old Berkley Theater (site plan and special land use), Parks and Rec and library board meeting dates, Downtown Development Authority holiday events (including a Jolly Trolley and Santa at the library on Dec. 7), and a reminder about cybersecurity precautions on Cyber Monday. Council member Hennen reported on a Hazel Park open house noting an Amazon drone-delivery awareness program that may expand to Berkley.
The meeting closed following a brief round of congratulations, community reminders, and an adjournment motion that passed.
