Corsicana ISD trustees approved TEA‑required turnaround (TAP) plans for Navarro and Fannin elementaries at the November 2025 meeting after district staff presented the campuses' needs assessments, supports to date and future milestones.
Speaker 8 told trustees Navarro and Fannin were identified for TAP because they had two consecutive years of unacceptable ratings under TEA criteria and explained that TAP differs from the secondary TIP primarily in milestone length and intensity — TAP milestones run through August 2028. The presenter summarized supports received to date, including ESF focus support and a Strong Foundations implementation grant (both described as expiring this year), coaching and diagnostic input from Region 12, and pilot instructional coaching from TNTP.
"These are 2 different plans just because I have the student outcome goals just a little bit different for each campus," Speaker 8 said, noting Navarro's stronger domain‑3 performance required different goals than Fannin's. The presenter also said the district plans to pursue additional grants (referred to in the transcript as a "Lyft PLC add on") to sustain services and coaching.
A trustee moved to approve the TAPs; the motion was seconded on the record and the board approved the plans by voice vote. Staff reported that milestones through October 31 have been completed and that remaining quarterly milestones are designed to maintain systems and capacity even if grant funding lapses.
The board adjourned to a closed session citing Texas Government Code section 551.
