Roseville council authorizes abatement of five inoperable private hydrants, citing fire-safety risk

The Roseville City Council voted unanimously Nov. 24 to authorize abatement actions to repair or replace five private hydrants that failed inspection and were judged inoperable.
Public Works Director Jesse Fryhammer told the council the private-hydrant inspection program (enacted by ordinance in 2016) uncovered five hydrants that had not been made operable despite earlier notices and repairs elsewhere in the inventory. He said the city hires a vendor to perform inspections and generally passes inspection costs to property owners; abatement via city-contracted repair is estimated at about $5,000 per hydrant plus a $350 abatement fee, with costs invoiced to owners and assessable to the property if unpaid.
The affected addresses were read into the record and considered individually: 1375 Commerce Street, 1960 Twin Lakes Parkway, 2597 Cleveland Avenue, 1641 County Road B2 and 1885 County Road C. Council members emphasized the public-safety imperative of operable hydrants and moved to authorize abatement for each property; each motion passed unanimously.
Next steps: Staff will hire contractors to complete the repairs and invoice property owners; unpaid invoices may be assessed to the properties per city policy.
