ROSEVILLE, Minn. — As part of the Dec. 8 meeting, Roseville’s City Council adopted a set of utility-rate adjustments and an updated municipal fee schedule for 2026.
Finance Director Michelle Petrick presented a utility-rate study (Ehlers) recommending a 5.5% increase for water, a 2% increase for sanitary sewer and no change to storm-drainage rates; recycling rates were proposed to rise by 3% to reflect contract costs. Petrick told the council the study benchmarks residential consumption and that, on average, the proposed changes would increase quarterly household utility bills by $7.21 (about $28.83 per year) using the study’s consumption assumptions.
Petrick noted that some Roseville customers are served by neighboring Maplewood for sewer service and that Maplewood had not yet adopted its 2026 rates; those accounts will be updated when Maplewood finalizes its rates. The council unanimously approved the utility rates and then adopted an ordinance updating 2026 administrative fees and penalties. The council also approved publication of the ordinance summaries as required by state law.
The action passed 4-0. Staff said the new rates and fee schedule will be implemented in the city’s billing system and that customers will receive notices with the next billing cycle.
