During the work session S3 (unidentified speaker) ran through the other packet items, including minutes, bills, a 'Spotlight' presentation and a set of development, ordinance and contract items.
S3 summarized the Sunset Ridge development agreement (resolution 12-03) and said the planning commission had given unanimous positive recommendations on several related zoning items. On ordinances 12-02 and 12-03 (wildland-urban-interface code and map), staff reported planning-commission recommendations and said those would come back as separate items.
On the southern annexation, S3 described a 10–15 acre parcel southwest of the Rodeo Grounds with a petition to accept and consider annexation; staff emphasized that this acceptance is procedural and not an approval of annexation itself.
S3 also described a proposed purchase from Musco Lighting, noting a roughly $11,000–$14,000 increase related to conduit and power connections to a restroom building; staff said ordering this year would avoid additional costs in the next calendar year and would enable future lighting on the basketball court at the site.
A purchase-agreement amendment for Greenhall Construction was discussed to remove some vertical columns and brick/rock wainscoting to lower costs; S3 said the front of the building would remain unchanged. S3 added that a purchase-agreement assignment would allow a buyer, Alika Fisher, to close under a land-holding company to avoid personal tax burden; the closing will be delayed a few days because of that change.
No formal votes on these substantive items were recorded during the work session. Council did move to adjourn later in the meeting: S6 moved to adjourn, S2 seconded, and the record shows voice 'Aye' responses from at least two individuals ('Travis' and 'Lynn').
