The Metro Transit Authority board voted to authorize the chief executive officer to execute multiple on-call strategic planning and consulting contracts under item MA25-050, with a total ceiling not to exceed $9,765,000 over a three-year base term plus option years.
Mr. Malone (Speaker 8) reviewed the procurement: a February 2025 RFP solicited firms across 15 scopes, roughly 30 proposals were received, and 19 proposers were deemed responsive after evaluation. The evaluation committee recommended eight firms for the on-call pool; staff described a proportional allocation approach so work would be distributed across the recommended firms based on evaluation performance and agreed task orders. The presentation noted the ceiling amounts are maximums and that actual compensation will depend on task orders.
Board members asked whether task orders would return to the board for approval. Staff responded that task orders would be handled internally unless they exceed the purchasing threshold; the threshold cited was $300,000, meaning task orders above that value would return to the board. Following a motion and second, the board voted in favor of the staff recommendation.
The action allows WeGo staff to solicit quotes and issue task orders against the on-call contracts for smaller-scope needs while reserving higher-value procurements for separate procurements or board-level approval as required by purchasing thresholds.
