Putnam County Commission appoints Gene Mullins to fill District 10 vacancy

The Putnam County Commission on Monday accepted the resignation of District 7 Commissioner David Mattson and appointed Gene Mullins to fill the vacancy in District 10.
Commission leaders moved and seconded acceptance of Mattson’s resignation; the motion carried by voice vote. The commission then considered two applicants for the District 10 interim seat: Gene Mullins and Grayson Cupid. Mayor Porter told the commission two people had requested consideration: Gene Mullins and Grayson Cupid, who each spoke to the body.
Mullins emphasized longtime residency in the 10th District, prior runs for commission and priorities including taxes, county spending, school matters and economic development. Grayson Cupid introduced himself as an engineer, small-business owner and community organizer who said he would bring a data-driven, consensus-based approach.
The commission conducted a roll-call-style vote. The chair announced that Mullins received 19 votes, the other nominee received none, with one abstention, two members absent and two vacancies; the chair declared Mullins elected. Mullins was then administered the oath of office and repeated the standard oath to support the U.S. and state constitutions and to perform duties to the best of his ability. Commissioners welcomed him back to the body.
No formal amendments to the appointment motion were recorded. The commission moved on to other agenda items following the swearing-in.
