County seeks small engineering change for Victor Creek project; staff report pump stations and repairs performed well through storms

Public works staff told Mason County commissioners the Victor Creek project (a Department of Transportation-related contract) is at the final stages but requires a minor drawing revision: the pipe coupling location shown on drawings conflicts with a hanger sized for the pipe rather than the coupling. Because engineers require a stamped change drawing, staff asked for authority to approve a change order and an engineer-stamped drawing so the contractor is not delayed.
The county originally contracted David Evans & Associates in 2023 for roughly $39,000 and has expended about $29,000. Staff asked the commissioners to approve a small, immediate supplemental not to exceed $750 to finalize the drawing and avoid paying a contractor to haul sewage while work is paused.
Public works also reported pump stations performed well during recent storms and that staff have completed multiple repairs including work at Lakeland Village and the treatment plant. The department said it will prepare and distribute a list of completed repairs at community locations at a resident's request. Staff announced an internal temporary hire moving from public works to solid waste and reminded the board of scheduled service changes: early closure of the Belfair drop box and transfer station on Dec. 18 and free Christmas-tree recycling Dec. 26'026-Jan. 1 (no wires or flocked trees).
