Council approves several routine resolutions: hearing examiner addition, TIB grant, camera trial and donation

Hearing examiner contract amendment (resolution 25-081): Staff (Speaker 6) explained the change adds Jay Eyestone as a pro tem hearing examiner to back up existing hearing examiner Andrew Cockham because of heavy caseloads. Council moved to accept the minor contract amendment (25-081) and approved it by voice vote.
TIB arterial preservation grant (resolution 25-082): Staff (Speaker 5) presented a Transportation Improvement Board (TIB) grant award for arterial preservation in the amount of $614,517, accompanied by a city map figure of $68,280. The grant will fund chip-seal preservation on identified arterial segments. Council moved, seconded and accepted the grant resolution.
Utility field trial (resolution 25-083): Staff said the city’s current body-worn camera contract with Axon expires next year and proposed a field trial of a competing vendor, Utility, to evaluate hardware and redaction software. The vendor will provide two sets of equipment and software access for testing; staff noted potential costs if equipment is lost but indicated the trial is otherwise provided. Council voted to accept the field trial agreement.
Donation acceptance (resolution 25-084): Staff reported a donation from a donor identified in the transcript as Walter Jean for the 'Shop with a Cop' program (amount recorded as $60 in the meeting text). Council moved to accept the donation and approved the resolution.
