Grandview Heights adopted a cybersecurity program on Dec. 1 to comply with House Bill 96, officials said during the city council meeting.
Mayor Bayard Kearns and Director Maxwell told council the program formalizes practices the city already follows and includes scheduled trainings for board directors and staff. "House Bill 96 requires municipalities to adopt a program," Kearns said, and Maxwell added the program must be in effect by Jan. 1, 2026.
Director Maxwell indicated staff and IT have translated technical requirements into policy and will continue trainings. Council voted to adopt Resolution 38-2025 that same evening without suspending rules.
Next steps: Trainings are scheduled for staff and board directors; the administration will place the program in effect by Jan. 1, 2026 to meet statutory requirements.
