The Grandview Heights City Council unanimously approved several 2026 financial measures at its Dec. 1 meeting, including the annual operating appropriations and a capital improvements ordinance.
Clerk read Ordinance 2025-10, the annual appropriations for the fiscal year ending Dec. 31, 2026. Finance Committee chair Smith said the committee reviewed agency operating budgets and recommended council approval. Councilmember Smith moved approval, a second was recorded, and a roll-call vote showed all named members voting "Yes." "Ordinance 2025-10 is approved," the clerk announced.
The council then approved Ordinance 2025-11, authorizing appropriations for capital purchases and improvements for 2026, following a finance committee discussion of the capital budget. The measure passed by roll call with each named member voting in favor.
Council also approved Ordinance 2025-12, updating terms and conditions of employment for non-bargaining employees for 2026 after the finance committee recommended acceptance. Councilmembers thanked Director Maxwell and staff for additional information that clarified positions and the needs underlying the changes.
In related financial business, Dr. Miller reported the city paid an arbitrage rebate of $569,000 to the IRS tied to tax-exempt bonds as part of routine year-end work.
