James Hess of DVG team, representing Lucky Central Incorporated, presented a primary plat for a one‑lot subdivision at the northeast corner of 85th Avenue and U.S. 41 and described the intended use: a branded gas station with 16 pumps and a convenience store just under 5,000 square feet.
Hess said the project team submitted a full site engineering package and a traffic study to INDOT, and that a hydraulic study of Bingo Lake was completed to set the building elevation and analyze stormwater routing. He acknowledged prior fill work on the parcel and said that the current owner obtained permits from the Corps of Engineers and state authorities in the late 1990s–early 2000s related to fill on the site.
Commission members raised concerns about marshlike appearance, culvert hydraulics under U.S. 41, and whether filling had altered drainage connections to Bingo Lake. Hess and staff said the submitted studies and surveys indicate the area performs as a drainage way only after the culvert reaches a substantial depth, and that additional site plan review and engineer comments will follow.
After discussion, commissioners voted to grant the request to publish the Lucky Central subdivision for the Jan. 21, 2026 public hearing. Staff noted a site plan will follow in February and the engineer’s review will be included in hearing materials.
