Martinsville approves Prose Consulting contract to craft five-year master park plan

The Martinsville Board of Works and Safety voted on Nov. 24 to approve an agreement with Prose Consulting Inc. to develop a five-year master park plan. Mister Porter presented the contract and summarized the procurement process.
Porter said the city issued a request for qualifications, received eight responses, shortlisted four firms, and held in-person interviews; the selection committee recommended Prose Consulting. "We are required to have a master park plan if we wish to apply for any grants from DNR and other related services," Porter told the board. The base contract is $48,080; with optional enhancements the project cost could total about $68,000.
Porter described the plan's purpose as a long-range guiding document for park development and grant eligibility and said the process will include public input through surveys and meetings. Board members asked whether the plan is used operationally or mainly for grant applications; Porter replied it will be used for long-range planning and by the parks department to guide development and enhancements over the next five years.
After discussion, the board voted to approve the contract as presented.
