Design Review staff proposes later application deadlines to give more time for review

Planning staff told the Design Review Board it will propose moving the board’s application deadline later beginning January 2026 so applicants have more time for review and engineering revisions; the change will require an amendment to administrative rules and will appear on the December agenda.
Melinda Wooldert of Knoxville Knox County Planning told the Design Review Board on Nov. 19 that staff will propose moving the application deadline for Design Review Board items beginning with the January 2026 meeting to allow more time for review and revision.
"Currently, the deadline is 3 weeks, 3 days prior to the meeting, but we post all meeting materials 1 week prior to the meeting," Wooldert said. "So, the current timeline only allows 2 weeks for review and revisions. By increasing this deadline, we hope to be able to work through items that are not compliant, which would cut down the number of the conditions attached to the COA. It should also expedite the permitting process."
Wooldert said the change will require an amendment to administrative rules and procedures, and staff will place the proposal on the board’s December agenda for formal consideration. Board members asked about the likely length of any extension; Wooldert said staff was "looking at maybe an extra week or two."
If approved by the board and incorporated into administrative rules, the adjustment would shift when applicants must submit materials so staff and board members can reasonably review plans before meetings.
