Elmsford Board adopts Local Law on residency, approves appointments and routine measures

The board adopted Local Law No. 4 (2025), described in the meeting as an amendment to Section 73 (residency rules) to permit the village administrator to reside on village-owned property/campus. During roll-call voting, Trustee Coffey recorded a dissenting vote; other trustees on the roll-call voted yes and the measure carried.
The board also voted to extend Local Law No. 3 of 2025 for 90 days. Trustees moved and seconded the extension and the motion carried on roll-call. Separately, the board voted to send Local Law No. 2 to a public hearing set for Monday, Jan. 5, 2026.
In personnel actions, the board approved contingent appointments to the fire department, including the appointment listed as Alexandra Bilbo. Motions and roll-call votes were recorded for the appointments.
On procurement and property matters, the board assigned two downtown ARB matters (17 East Main St. and 42 East Main St.) for follow-up and approved a resolution to issue RFPs for Warner improvements, as presented on the agenda.
The board also approved a motion to cover parking meters for free holiday parking from Dec. 19 through Jan. 6. The measure was approved after a motion and second and roll-call confirmation.
