Will Van Vactor, accounting manager, said staff will combine the individual department descriptions into a single package and present a final draft to the board in January 2026; he described the final product as a living document to be reviewed regularly as mandates and priorities change. Department directors Jack Davis and John Astor and Natural Resources staffer Tim DeBooth answered questions from commissioners and flagged operating constraints, compliance responsibilities and monitoring needs.
At the end of the session, John Astor moved to adjourn the special meeting; the motion was seconded by an unidentified commissioner and carried with commissioners answering "aye." The meeting concluded.
Next steps: Staff will incorporate commissioner feedback, refine KPIs and funding clarifications, and present the consolidated core-services package to the board in January 2026.
