The NORTHEAST ISD Board of Trustees approved two finance items to accelerate capital projects: (1) a plan-of‑finance resolution authorizing a commercial paper program to access short-term financing (1–9 months) at lower rates than long-term bonds, and (2) a resolution allowing the district to reimburse capital expenditures from future bond proceeds.
Finance staff and trustees discussed estimated interest savings (presented as a spread of roughly 200 basis points between long-term bonds and commercial paper) and the need to begin construction and repairs this coming summer — specifically HVAC/chiller projects cited by trustees as time-sensitive. Trustees were told the district could save several hundred thousand dollars in interest depending on market rates and borrowing size.
Both resolutions were approved by voice vote (6–0). Trustees asked staff to return with implementation steps and to coordinate timing so reimbursements and commercial paper issuance align with project schedules.
