Project presenters described a design that would extend Rutherford Boulevard with a bridge over I‑24 to connect to Warrior Drive and said the connection could divert as many as 6,000 daily trips by 2040. "We like moving traffic," a staff presenter said, while acknowledging concerns raised by residents and landowners.
Jim Smyth, speaking for property‑level interests, raised environmental and safety objections. Discussing bridge geometry and wetland conditions, he warned that the proposed alignment would cross saturated soils and wetlands and said: "we're proposing to not only blow through it, but obliterate, basically." Smyth urged exploring a partial cul‑de‑sac alternative that would avoid extending into the wetland and limit truck exposure to residential Warrior Drive.
Staff responded that the city has engaged the Corps of Engineers and TDEC processes for wetlands mitigation and said mitigation credits have been purchased; commissioners noted those processes are complex and costly. The council/commission discussed options such as axle/weight restrictions, truck‑route signage and a phased (partial) build that might save roughly $1.3 million in near‑term costs but leave open a future connection if justified.
The workshop concluded with staff acknowledging the merits of the concerns and confirming the item would be discussed by the council the next night; no binding decision was made at the conceptual workshop stage.
