Mayor Hagen clarified the draft audit reflects an auditor transition and not staff performance concerns.
On public safety, the police chief reported the department is at 100% of available officer positions and has reduced lateral transfers; the chief set a goal to "Achieve 100% staffing levels by 12/31/2025." On infrastructure, staff said the surface water project is not tracking to the council's July 1, 2026 target due to insufficient funding and that the wastewater treatment plant upgrade remains on track for October 2026 though "slightly behind" and will be phased to avoid a single large $40 million expenditure.
Finance reported Measure P receipts of approximately $740,000 to date and explained the state's multi‑month payment timing causes periodically large then small posted payments. Staff also reviewed LLMD cash positions (several districts negative on hand) and described using general‑fund cash temporarily until property tax receipts arrive.
Council asked for follow‑up on the bus stop near McDonald's that was reestablished in 2017 to serve City Hall; staff agreed to research options for relocating the stop to improve pedestrian access and safety.
