The Escalon City Council authorized a professional services agreement with SCI Consulting Group for assessment‑district engineering and administrative services not to exceed $74,270, with an initial one‑year term and an option to extend for an additional year.
Staff explained the contract covers parcel and Proposition 218 audits, annual administration of landscape and lighting district rolls, and a contingency to form a Community Facilities District for a proposed Murphy development. City staff said an RFP attracted three proposals — SCI, DTA (David Taussig & Associates) and Willdan — and the selection committee ranked SCI highest for a combination of local responsiveness, qualifications and cost competitiveness.
A councilmember requested greater transparency about the RFP process and asked to see the other proposals and the committee scoring rubric; staff agreed to provide the proposals and the evaluation tabulation to council upon request. The city manager explained the one‑year initial term with extension options was chosen to confirm mutual fit before committing to a longer engagement.
Councilmember Kaye moved to approve a resolution authorizing the city manager to execute the SCI contract in an amount not to exceed $74,270. The motion was seconded and approved by voice vote.
