During the work session, the council's presiding officer said the city needed a closed meeting that evening to consider appointments. The city clerk read the statutory language cited as the basis for the closed meeting: "Pursuant to Virginia code section 2.2-3711(a)(1), the discussion, consideration or interviews, respective candidates for appointment, and the assignment, appointment and performance of specific public officers or appointees of the city." The clerk also read a list of boards and commissions with vacancies or term expirations to be considered, including the Downtown Advisory Committee, Early Childhood Development Commission, Economic Development Authority, Historic Landmarks Commission, Human Services Advisory Board, Local Board of Building Code Appeals, Parks and Recreation Advisory Commission, Planning Council, and Tidewater Youth Services Commission.
Council member Butler Barlow moved to approve the clerk's motion to hold the closed meeting; Councilman Rector seconded. The clerk recorded the vote and reported the motion approved by a vote of 8-0. The presiding officer adjourned the work session and said the council would reconvene at 6 p.m.
