The developer’s plan included a vehicular cut‑through to link private parking with the municipal lot to provide overflow spaces for events and evening use.
Council members and the city engineer questioned the parking calculations and whether the cut‑through would reduce municipal spaces (estimates in discussion ranged from one to three spaces lost). Concerns included liability exposure for the city if municipal users access private property and whether the developer would accept waivers of liability. Members said planning‑board or zoning‑board review would be required for variances or parking waivers and asked staff and the city’s professionals to analyze circulation, liability and parking counts before the council takes any position.
Council agreed to invite the developer to make a presentation to the council with city professionals present, and to have planners/engineers review the proposed cut‑through and parking reconfiguration ahead of any formal land‑use applications.
