Suffolk presents broad capital projects update including downtown stabilization, school demolition and infrastructure work

Suffolk staff provided a broad update on capital improvement projects on Dec. 9, reporting progress and expected completion windows for a set of downtown, parks, transportation and utility projects.
Highlights from Interim Deputy City Manager Gary Jones included: Saratoga East parking lot redesign (adds about 20 spaces); renovation of the first floor of the Virginia Pilot Building to house the Commonwealth’s Attorney and police department (demolition underway; bids to be solicited early next year; anticipated completion Feb. 2027); Phoenix Bank stabilization (about 70% complete) with a planned Phoenix Bank Plaza to improve streetscape, lighting and landscaping; demolition of the 55,000‑square‑foot Driver Elementary School (site prep targeted for March 2026); and several projects at the Carolina Roads operations center, including a 6,750‑square‑foot transit operations building and a fire training burn building.
Transportation and utility projects described included the Godwin Boulevard (Route 10) improvements, Bridge Road/Route 17 widening, a Route 460 widening project, recent completion of Pump Station 4 replacement, ongoing Pump Station 17 replacement (approximately 90%/30% complete for different elements), Butler Lake Dam earthwork and rehabilitation (targeted Jan. 2026 completion), and Cedar Lakes Drive water system improvements (VDH permit received). Jones also noted park projects such as a proposed splash pad at Lake Mead Park funded by an Obici Healthcare Foundation award and a Pewsville Park parking expansion.
Staff provided estimated timelines and said department directors were present to answer technical questions. Council members asked for clarifications on phasing and dredging coordination for marina work; staff said dredging schedules will be coordinated with construction bids.
