County landfill starts pilot trailer accepting plastic bags, shredded paper and other hard-to-recycle items

Jackie Davis, Crook County landfill director, briefed commissioners on Dec. 3 about a new recycling-trailer pilot the county has added to its landfill facility.
Davis said the county partnered with the Circular Action Alliance to host a trailer that accepts several materials not allowed in curbside recycling, including plastic shopping bags and stretch wrap, plastic lids and rigid plastic packaging, 5-gallon buckets, aluminum foil and cooking trays, and shredded paper. "We are now accepting plastic bags or any type of stretch wrap or stretchy plastic material," Davis said, and she showed photos of the trailer and interior totes used to separate materials.
Davis described the pilot as low-labor for county staff: the vendor brought and set up the trailer, provides signage and online outreach, and will monitor the trailer with an interior camera to trigger pickups. The county will be reimbursed about $650 per month for storage space and one-quarter of an employee's wages for labor associated with the trailer; county staff would primarily check for contamination and occasionally swap full bins.
The trailer is located only at the landfill facility; Davis asked staff and commissioners to steer public inquiries to the landfill for details on acceptable materials and hours.
Commissioners thanked Davis for the update and for early participation in the state pilot program.
