Commission extends IDB pilot MOU after annual report showing job targets met or exceeded

The Johnson City Commission voted unanimously Nov. 20 to extend by one year the memorandum of understanding that governs Industrial Development Board (IDB) pilot agreements, after an annual report showed many pilots meeting or exceeding targets.

Assistant City Manager Alicia Summers presented the IDB annual pilot report, explaining PILOTs (payment in lieu of taxes) are authorized by state law to encourage economic development. Summers reported that several projects surpassed their commitments: LPI exceeded its five-year job-creation requirement (209 required; more than 330 created), and Crown Laboratories exceeded its commitment (216 required; about 282 created). LabConnect and other pilots remain under active monitoring.

Summers described accountability measures: pilots must submit annual reports, results are reviewed by CPAs and the IDB attorney, and the MOU sets minimum guidelines (for example, a minimum capital investment threshold of $1,000,000 and a job-creation minimum in the criteria). She also described pilot mechanics, including transfer of real property to the IDB as the mechanism enabling property tax abatement and annual reporting obligations.

Commissioners asked about common performance risks — Summers cited supply-chain disruptions and talent/turnover challenges — and about reporting cadence; Summers said reports are required annually and staff is promoting synchronization of report timing to ease review. After discussion, the commission moved, seconded and unanimously approved the requested one-year extension of the IDB pilot MOU.

The extension will allow the IDB to continue entering into pilot agreements under the same guidelines while staff monitors performance metrics and enforces reporting requirements.
