Staff asked council to adopt the ordinance with expediency; a councilmember moved to pass with expediency and the motion carried on the council’s voice vote.

Staff warned that if council did not adopt the amendment with expediency, a special council meeting would be required before the end of the fiscal year to finalize the budget. The ordinance was moved forward in the meeting’s action and will proceed under the adopted timeline for supplemental appropriations.
