Parlier City meeting canceled after lack of quorum

A scheduled Parlier City Council meeting on the evening the transcript records was canceled after only two council members attended, leaving no quorum.

An unidentified speaker told attendees the time was "06:30" and said, "Under state law, we need at least 3 council members, and right now, we have 2." The speaker said the council would wait five minutes to see whether a third member arrived and encouraged residents to watch the agenda for a possible special meeting.

City staff discussed whether to open the meeting to perform a formal roll call for the minutes. Participants agreed the clerk could record which members were present and that the council could approve those minutes at the next meeting. One participant noted that "in order to do the roll call, you have to open the meeting to do the roll call," and that the clerk could instead note attendance in the minutes for later approval.

At about 6:35 p.m., an unidentified speaker said, "It is 06:35 and there is no quorum, so meeting adjourned." The city clerk then stated: "It is now 06:35. There is no quorum. Mayor Beltran and Mayor Pro Tem are the only council members present. As a result, this meeting is canceled. We would invite you to look at our website in case we can schedule a special meeting." The clerk thanked residents and said staff looks forward to seeing them at the next meeting.

No formal votes or agenda actions were taken before the cancellation. The clerk indicated the minutes will record who was present and that the council will approve those minutes at a later meeting; residents were directed to the city website for updates on a possible special meeting.
