City staff presented a broad consent and projects agenda listing many preauthorized or proposed purchases, contracts and agreements that the council will consider in committee or at subsequent meetings.
Among the highlighted items, staff said the city would authorize a previously budgeted purchase from Thompson Tractor Company for a 2025 Hyundai pneumatic-tire forklift priced at $63,928.12 for environmental services. Staff also listed several minor public-works contracts with amounts ranging from small sums to mid five-figures and identified a contract for professional engineering and related services for "Project Warrior" ($162,100). Separately, staff presented a professional services contract with Caleb O'Connor Art Studios LLC for design and production of a statue tied to Project Warrior, not to exceed $462,641.
Airport-related items included an amendment and assignment of a fixed-base operator agreement and ground lease for TCL FBO LLC and authorization to sell the former Police Department air patrol hangar, with additional lease amendments to be discussed in projects. Staff also listed a proposed memorandum of understanding with Operation Light Shine, a Bulletproof Vest Partnership grant application, and a not-to-exceed $48,000 lobbyist services agreement with Huntsville Direct Communication.
Staff noted that many items had been previously considered in projects, finance or other committees (the ninth meeting) and that several items would be on upcoming committee dockets for further discussion. No final roll-call votes on these listed consent items were recorded in the public portion of this meeting; the matters were introduced for consideration and scheduled for committee review or later action.
