Mayor Pike explained the building had been donated to the city years earlier and had been considered for several uses, including a possible Kentuckiana Boys & Girls Club retrofit and a land swap for a north-end fire station. He said structural retrofit estimates previously provided to the council ran between about $3.8 million and $4.0 million, which led the council to seek other options.
Pike said the building currently houses a short-term tenant under a verbal agreement and that any purchaser would take ownership subject to tenant rights; the council said a sale would allow the tenant to be vacated after transfer if required. He described outreach to real-estate agents and online listings and said the city had placed signs and would accept sealed bids at City Hall. "There is a bid reserve of $500,000, which is below the appraisal value," Pike said during the discussion.
The mayor estimated the building's interior square footage as "just under 20,000" and offered a rough figure of about 17,000 sq. ft. He also addressed earlier social-media reports about a sinkhole near the property and said the city had completed drainage corrections during a prior administration; he added that private parties could obtain independent testing if they wished.
Council members voted to approve the surplus declaration and sale process; the transcript records the motion carried by roll call. The council reserved the right to reject any and all bids and said staff would present bid results at a future council meeting for final action.
