Oakdale council unanimously approves council‑chambers renovation, City Hall interior work, weed abatement contract and a new compliance officer

Council chambers renovation (Item 11.1): Staff presented a $122,931.38 contract package to repaint and refinish the council chambers exterior and interior, replace worn dais and audience seating, level and replace floor coverings for ADA compliance, restore several historically significant windows, and close a video production room window. Funding was identified in Fund 270 and Fund 540; staff said bids were solicited and that the pricing reflects competitive responses. After public comment expressing concern about replacing recently purchased chairs, staff clarified audience chairs recently bought will remain; council voted 5–0 to approve the resolution.
City Hall interior work (Item 11.2): Staff recommended contracting Harold Thompson ($37,363), Crown Painting ($11,431) and ET Abatement ($20,190) for interior floor abatement, luxury vinyl flooring and interior painting at City Hall (280 N. 3rd Ave), totaling $68,984 to be funded by the Facilities Maintenance Fund (540CP2610). Council approved the contracts on a 5–0 roll call.
Weed abatement contract (Item 11.3): The council approved a three‑year agreement (with two one‑year extensions) with Clark Pest Control Services for $49,452 to perform pre‑emergent and post‑emergent weed spraying across more than 50 city‑owned areas. Staff said local contractors were invited to bid but Clark’s price was lowest given their prior experience. Vote: 5–0.
Community Compliance Officer (Item 11.4): Council approved creating a new full‑time Community Compliance Officer to combine code enforcement, water conservation, parking enforcement and property/evidence support. Staff presented a salary range (range 23) with a top step around $67,000 and estimated that assuming responsibility for HCD mobile‑home enforcement could generate roughly $40,000 in annual revenue to help offset costs. Funding was proposed at 75% general fund/25% water operations; vote: 5–0.
Successor agency ROPS (Item 12.1): The successor agency approved its Recognized Obligation Payment Schedule (ROPS) related to winding down redevelopment obligations and using available administrative allocations; the item was approved 5–0.
