STANCOG outlines unmet‑transit process as Oakdale officials seek rider input

Cassandra Barrientos, an associate planner with the San Asolo Council of Governments (STANCOG), briefed the Oakdale City Council on the Transportation Development Act requirement to identify unmet transit needs in member jurisdictions and how the local process feeds into regional and state decisions.
Barrientos said the public comment period opened Nov.12 and will remain open through Jan.22, with a STANCOG policy‑board public hearing scheduled for Jan.21. She outlined outreach steps already underway—an English/Spanish survey, social‑media materials and distribution through local transit agencies (StanRTA, Turlock Transit, Move)—and the three possible determinations the annual process produces: (1) no unmet transit needs, (2) unmet needs but none reasonable to meet, or (3) unmet needs that are reasonable to meet.
Council members asked whether the survey can be used to request a new stop or a new route; Barrientos said both are appropriate responses and encouraged residents to submit route‑or stop‑specific requests via the survey, email, letter or phone. Barrientos said staff will analyze comments, categorize them under the three statutory findings and then present an analysis report to the STANCOG policy board before sending the report to Caltrans for final consideration.
