The Parlier City Council approved the consent calendar unanimously by the three council members present. Staff said HDL would perform a one-year cannabis audit (with possible extension) and that new senior analyst job titles are being added to salary ranges but are not yet budgeted.
The Parlier City Council approved the consent calendar at its Dec. 19 special meeting with three affirmative votes and two members absent.
Staff explained the HDL contract would carry out a one-year audit of cannabis-related activity, with the possibility of adding two further years if the review finds red flags. "We're gonna go back 1 year ... if we see any red flags ... we'll probably come back for funding for to have them do another 2 years for a 3 year total," a staff speaker said.
Council members also discussed establishing salary ranges for two senior analyst positions. Staff said the positions are being included in the classification and pay schedule to provide future flexibility but are not budgeted for immediate hire.
A councilmember asked staff to have HDL also review an earlier invoice tied to a GROW contract (covering 2017–2022) that the city believes was never paid; staff agreed to review that separately and report back. The council approved the consent calendar after a motion and second.
Motion: approve consent calendar. Mover: Jamie. Second: Kathy. Vote: 3 yes, 0 no, 2 absent.
