Geary County commissioners weigh budget amendment, approve $1,500 CIP amendment for sheriff's detention assessment

Geary County commissioners opened a public hearing on an amended 2025 budget and approved a small capital-improvement amendment to cover additional costs for a sheriff detention-center assessment.
Tammy Robinson, Geary County finance director, told the board that an invoice for phase 2 of a sheriff's detention-center assessment pushed the project from $15,000 to $16,500. "We're requesting a project amendment for that of $1,500 so that the total project cost to be approved would be $16,500," Robinson said, and then moved to approve the amendment. A commissioner seconded the motion and the board signaled approval; the chairman was directed to sign the amendment form.
Robinson also presented the county's November sales-tax and cash-flow figures, reporting the general fund at 125.53% of what was budgeted and the hospital-dedicated tax at 99.46% of budget. Year-over-year comparisons showed the general fund had received $162,025 more than the same period last year and the hospital-dedicated tax $74,065 more. Robinson attributed much of the variance to an internal transfer executed earlier in the year and emphasized reserves and earmarked project balances in the CIP.
On the amended budget, the chair read the statutory authority for amending an adopted budget, citing the statute referenced in the packet, and explained that amendments must follow the same publication and public-hearing requirements as the original budget. Robinson said the proposed amendment includes the general fund and a separate community corrections reimbursement fund and stressed that "approving the amendment does not mean that you necessarily intend to spend all of those dollars" and that the change "would not affect tax levies."
After no members of the public offered comment, a commissioner moved and another seconded a motion to approve the proposed 2025 budget amendment as presented; the clerk was instructed to file the amendment with the state.
