Hunterdon Central board directs expedited review and interim approval path for student group 'Club America'

Cole Costigan, a Hunterdon Central student, told the Board of Education that his application to form a student organization called Club America — affiliated with Turning Point USA — had been delayed and that administrators asked him to change the club name. “Club America is intended to foster cross pollination of opinions, diversity of thought, and even civil debate,” Costigan said while asking the board to approve the group that night.
Board members discussed the request, and the meeting moved into executive session for legal advice on pending litigation and the student’s issue. Returning to open session, the board debated three options: do nothing, treat the speaker’s appearance as a grievance and approve the club, or pass a general resolution supporting the Equal Access Act while allowing administration to complete its review.
Superintendent Jessica Candelosi Haid said administration could complete a brief follow-up meeting with the student and staff advisor and asked the board to consider interim approval so the club could begin co-curricular activity before January. “I would be requesting interim approval from you all once the meeting has happened,” she said.
Chair Lisa (the board president) read a drafted resolution that described the student’s appearance as expressing “concern and delay” about the application process, affirmed the board’s support for equal access to student organizations regardless of viewpoint, and directed the administration to finish its review and to allow interim approval of Club America upon submission of all required information. The board then voted by roll call; the motion carried unanimously.
The resolution does not alter the requirement that the student complete the application or provide any outstanding items requested by administration; it instead commits the board to support interim approval so long as the administration’s review is satisfied. The board signaled it would allow the regular administrative process to finish but offered a path to expedite activation of the club pending final paperwork.
Next steps: administration will complete the review with the school supervisor and principal, and the board indicated it expects to issue interim approval once the applicant submits any missing materials.
