Weber County staff to incorporate Utah High School Association rules as parks staff weigh coach verification and privacy safeguards

Brad Cragan, the Parks presenter, said the issue began when families raised concerns about a seventh‑grade player who was born male but is playing on girls' teams; staff said county records indicate an amended birth certificate for the player. Parks and legal staff briefed commissioners on enforcement options and timing. County counsel and staff recommended preparing a public‑facing statement and clearing registration language ahead of enforcement so the county is ready if the change draws media or legal attention.
Commissioners and staff debated whether to apply a new rule retroactively. Counsel warned of likely litigation if the county attempts to disqualify a player mid‑season who had previously been allowed to play; several commissioners favored allowing the current season to finish and applying any new rule prospectively.
Operationally, many commissioners favored shifting verification responsibility to coaches by requiring coaches to certify they have verified player documentation (birth certificate/grade) at team registration. Commissioners discussed protecting privacy and minimizing administrative burden by having coaches retain documentation rather than requiring county staff to collect sensitive records. Staff agreed to draft registration/signature language and to add a coach‑verification requirement; they will also include a link to the Utah High School Association rule set and prepare a short public statement for possible media inquiries.
