Weber County staff: 2026 wildland participation-commitment calculation rises; mitigation efforts count as in-kind match

County staff and the Weber Fire District briefed commissioners on the 2026 Wildland Fire Participation Commitment (PC) calculation from the Utah Division of Forestry, Fire & State Lands.

Luke Mitton, the new wildland-fire division chief for the Weber Fire District, described the PC as a 10-year average of suppression costs for delegated incidents and said the metric determines the county/district in-kind match amount required to keep the state responsible for suppression costs when incidents are delegated.

"It's calculated by our fire history, over the past 10 years...and we did have a large fire drop off," Mitton said, explaining that recent high-cost incidents (UN fire and gun-range fire) affected the calculation and that the PC rose compared with earlier years. He noted that most of the county's in-kind match comes from mitigation activities such as chipping and the mitigation crew's labor, and that hard-currency exchanges are limited to purchases such as brush engines.

Why it matters: the PC establishes an in-kind match expectation that, when met, triggers state assumption of suppression costs for delegated incidents — in effect an insurance backstop for costly wildfires. Staff characterized the PC as a relatively small calculated match compared with actual suppression expenditures in large incidents.

Next steps: staff said the final PC statement will be issued within about two weeks and that they expect to route approvals through Weber Fire District Chief Brett Clark without needing sign-off from the three commissioners present.
