Campbell Oil asked to rebuild a legal nonconforming gas station and convenience store at 1805 East Market Street, replacing older structures including a restaurant and vacant building with a new 5,432‑square‑foot store, separate diesel and gas fuel canopies, a two‑bay car wash, and a 12‑bay paved truck parking area for tractor‑trailers. Planning staff said the new layout separates diesel and gasoline flows, increases parking, and provides a more efficient circulation pattern. Traffic engineering reviewed the submission and recommended approval. JP Phillips, director of construction for Campbell Oil, confirmed company ownership of the parcels and said they have owned the property for over 40 years and intend to improve the Market Street frontage. Councilmembers had no objections in committee and were invited to the 5:00 p.m. hearing for final action.
