Council approves up to $10 million resurfacing contract with two vendors

The Town Council on Nov. 18 approved Resolution 119.25 to award street resurfacing work to LP Asphalt LLC and Timothy Rose Contracting Inc., authorizing a combined contract not to exceed $10,000,000 over a three‑year term with two optional one‑year renewals (maximum potential term five years).
George Zama, the town’s director of engineering and public works, told the council the contract is designed to cover a broad scope — from standard milling and resurfacing to full roadway reconstruction and related items such as drainage, sidewalk repairs and striping — using 109 unit‑priced line items. Zama said unit pricing gives staff greater cost control and faster procurement, that contractors would be assigned work orders for individual projects and that some projects could proceed concurrently between the two vendors.
Zama noted the bid tonnage prices were about 20% lower than a recent Abacoa paving project and said both awarded contractors had acceptable EMR (experience modification rate) scores. Council members asked how projects would be prioritized and whether the town could redirect resources if an urgent need arose; staff said projects are prioritized through the CIP and pavement evaluations and that work orders could be adjusted as needed.
Council approved the resolution by voice vote with no dissent. Staff said the contract will be used to program resurfacing work within the town’s five‑year plan and to improve procurement efficiency.
