A separate parcel map (PC25‑11) to split a farmstead from farmland for Bernard Ponti Jr. and Cynthia Troxell also received unanimous recommendation after staff confirmed the parcel is served by the Old River water system and resolved road‑access and map-certificate clarifications.
The commission considered two large zone‑change applications to I‑3 heavy industrial. The Amborsky (Borski Family LLC / Trinity Series) proposal (ZC25‑3) would rezone 640 acres near Trinity Junction for an explosive storage and distribution facility; staff said about 2 acres would contain the facility and the remainder serve as a buffer; concerns about flash‑flood paths and access across washes were discussed but staff recommended approval and the commission forwarded a positive recommendation.
SEUS Development LLC’s ZC25‑4 asked to rezone roughly 3,169.12 acres along Interstate 80 to I‑3 to streamline permitting for a large solar project with on-site battery energy storage. Staff flagged potential issues including access to some parcels and flood-routing concerns but supported the rezoning as consistent with recent industrial-code updates and the county’s industrial master plan. The applicant estimated the project could deliver roughly 240 MW of solar capacity and 240 MW of battery storage, with construction contingent upon Bureau of Land Management permitting.
The commission’s votes will be forwarded as recommendations to the Board of County Commissioners for final action.
