Vice Mayor Richardson moved to approve a new bar-and-grill liquor license (BGDash22) for The Perla Tapatilla Mexican Restaurant LLC, doing business as La Perla Tapatilla, at 1665 North 3rd Street. The motion authorized the mayor and city clerk to sign and set the licensing term from Dec. 17, 2025, through May 7, 2026.
The city clerk explained the requirements for a bar-and-grill license, noting the sales mix and other stipulations: "We have spoken about the requirements of a bar and grill liquor license, which is 40% can be alcohol sales. 60% has to be food sales," the clerk said. The clerk also confirmed that Laramie license years run from May 8 to May 7, explaining the apparent mismatch some councilors noticed between the public-hearing notice and the licensing term read aloud.
Councilors asked logistical questions about the license term and opening timeline; the clerk said the applicant hoped to have the bar fully installed shortly after Christmas. No public comment was offered. The council approved the license by roll call, 9-0.
