Applicant Kerry Balsford said he had installed a foundation and listed the property for sale within the last month; he asked for an extension to avoid homelessness because he lives in an RV on the property and lacks funds to move. Staff (Randy Hines) noted the permit was originally for construction-related temporary quarters and that the applicant had not achieved the previously agreed substantial-completion milestones (foundation, walls, trusses, roof).
A motion to deny renewal resulted in a 3–3 tie. Commissioner Mark Hyatt then moved to grant a six-month extension, which passed. Commissioners stressed that this shorter extension (down from annual reviews) was intended to avoid repeated, open-ended approvals and to prompt a definitive outcome. Staff noted the appeal process to the Board of County Commissioners and explained timelines and appeal fees.
Next steps: Applicant will have six months to sell or make substantial progress toward completion; staff will review the TUP again at that time and may initiate enforcement or denial if conditions remain unmet.
