Danvers board allows two storage containers at 153 Andover with conditions

The Town of Danvers Zoning Board of Appeals on Nov. 17 granted a special permit for two storage containers to remain year‑round at 153 Andover Street, with a list of conditions the board said are meant to limit long-term commercial storage and address site maintenance.
The containers — one 45 feet by 8 feet and one 30 feet by 8 feet — were described by applicant Anthony Cargliano as tenant-owned units used by two on-site businesses. "We're just simply requesting 2 storage containers," Cargliano told the board, adding that the owners would remove the units when their leases end and that no heavy equipment would be stored on site.
Board members said the permit must be tightly framed to prevent open-ended use. Becky Kilborn, an alternate who proposed the conditions, asked that each container be identified to a specific tenant and removed within 30 days after that tenant vacates. Kilborn said she would approve "with all the conditions that we talked about," including that the unregistered box truck be removed immediately and that the recreational boat be removed by Dec. 1.
Planning staff and the board also required the property owner to coordinate with the planning department on repair or replacement of a damaged perimeter fence shared across multiple parcels. Corinne (board member) moved the permit with the conditions that the 45x8 unit is rented by ProScape Landscaping, the 30x8 unit is owned by Clean Freak LLC, both units be removed on lease termination, the box truck be removed by Dec. 1, and the boat be removed by Dec. 1; the motion was seconded and carried despite the chair's objection.
Chair John Baumer said he was not in favor of changing the town's 180-day practice and stated, "I am not in favor of this. I think our bylaws pretty clear, hundred and 80 days." The board nevertheless approved the permit by voice vote. Members who indicated support during deliberations included Kilborn, Corinne, Ken (Scholes), Ken Jay and Chris Stambowski.
The permit record requires the applicant to provide copies of tenant leases or other documentation identifying which tenant is responsible for each container and to confirm removal timelines when leases end. The board did not open the item for public comment; no external speakers were recorded on the record.
