She added the library has historically had "murky" boundaries with the town on roles and responsibilities.
Trustees asked whether the employee had used union or grievance channels and whether town HR was processing the complaint. One trustee noted the library staff now have a union and urged that the union be involved in conversations that affect bargaining or working conditions. The director said she is coordinating with HR and expects the union or association to be made aware as part of the process.

One trustee described frustration that, despite going through multiple channels, "there haven't been answers or hasn't been remedy despite having gone through many channels." The director said training and other corrective steps are underway but acknowledged scheduling and operational constraints can slow implementation.
Trustees asked for regular updates and for the board to "broadly question" the director on culture and steps taken. A spokesperson for trustees said the board's role is to request information and oversight and to ensure accountability "because the buck does stop at your desk to a certain extent," while acknowledging HR and town management have authority for formal personnel actions.
