The Torrington City Council accepted staff recommendations on Dec. 1 to begin the process of selling 492 Prospect Street, a property the city acquired through a blight foreclosure.
The council moved to refer the proposed sale to the Planning & Zoning Commission under Connecticut General Statutes §8-24, a required step before disposing of city-owned property. A city staff member identified as Jamie said the property had been cleaned to a broom-swept condition and that cleanup costs were “just under 25k,” funded so far from the city's bridal fund; staff said the city expects to recoup cleanup costs through sale proceeds.
Corporation counsel and staff explained that the §8-24 referral asks P&Z to opine on whether the sale complies with the city's plan of development. The council also approved a motion authorizing the mayor to proceed with sale negotiations derived from responses to an RFP, contingent upon a favorable P&Z recommendation.
Councilmembers asked for a broader presentation on blighted properties and tracking of cleanup costs and sale outcomes at a future meeting to provide context on how many properties have been addressed and what the city has invested and recovered.
