Torrington council authorizes mayor to apply for planning grant to extend Red Mountain Trail

The Torrington City Council on Dec. 1 voted to authorize the mayor to apply for a Recreation Trails planning grant to advance design of the Red Mountain Trail.
Assistant City Planner Nate Nardi Cyrus said the proposal would fund planning and permitting for a bridge crossing over the Naugatuck River at an historic rail bridge and sidewalks on Newfield Road to connect North Elm Street to Main and Winstead roads. “This second grant proposal is gonna be just a planning grant to look at the bridge itself and make the plan for the crossing there,” he said.
Nardi Cyrus told the council the project builds on an earlier grant that reached design phase but did not include a bridge crossing. He said the grant request would ask the state for $81,750 with a 20% local cash match of $27,250, funded from tar-account engineering monies.
Council members discussed how the planning work would terminate at Newfield Road and noted the privately held parcel beyond Newfield may be developed; Nardi Cyrus said staff have begun talks about a potential trail easement but the immediate proposal would at minimum add sidewalks within the city right-of-way.
The council approved the motion without recorded opposition. The planning grant would fund studies through permitting so the city could pursue future implementation rounds if awarded.
