Torrington — Mayor Carbone announced at the Dec. 15 meeting that corporation counsel Judge Magistrale will retire Dec. 31 and that Tom Kalinowski has been appointed as the new corporation counsel, effective Jan. 1, 2026. "Effective 01/01/2026, Tom Kalinowski… will be our new counsel as of the first of the year," the mayor said, and offered congratulations to both the incoming counsel and the retiree.
The mayor also reviewed recent community activity, thanking Richard Lopez for organizing a Dec. 8 ribbon cutting for Railroad Square and noting a separate ribbon cutting earlier that day for Cloud 9 Bake Shop at Market Street Creatives. He cited the North End tree lighting and the Christmas village parade as successful neighborhood events. "We had some really great dignitaries there that spoke and were there for the ribbon cutting and welcoming that new piece to Torrington," Carbone said of Railroad Square.
On policy follow‑up, Carbone said the blight enforcement officer is preparing materials for a presentation likely to be placed on the Jan. 19 council agenda. The mayor reminded council members that subcommittee assignments were established, naming chairs and members for the ordinance, small cities, personnel and streetlight committees.
No members of the public spoke during the public comment period on agenda items. The council adjourned with holiday greetings.
