Torrington council approves street‑sweeper refurbishment, sewer force‑main work and other purchases

Torrington — The City Council on Dec. 15 approved a series of procurement and capital items, including vehicle refurbishments, sewer force‑main work and a software license renewal.
The council voted to accept a recommendation from the fleet manager to refurbish the city’s Broom street sweeper through Tri State Equipment Rebuilding Inc. of Oxford, Connecticut, at a cost of $126,133.68. Council discussion noted the refurbishment is substantially less costly than a new machine and is expected to extend the unit’s useful life. “This is half the cost of purchasing a new street sweeper,” Councilwoman May said, adding that the vehicle replacement advisory board vetted the work and expected another 10–12 years of service following refurbishment.
Acting as the Water Pollution Control Authority, the council approved the purchase of a Ford F‑550 utility vehicle (including a crane, air compressor and plow) from Taske Ford of Berlin for $173,784.65 to be paid from the sanitary sewer capital improvement fund.
The council also authorized use of the Central Region council (CROCOG) contract approved June 17, 2025, to award phase 2 of the Winstead Road and Harris Road force‑main replacements to Yield Industries of Torrington for $429,107.36, again funded from sanitary sewer capital improvement.
In routine business the council approved two invoices to Wright Pierce Engineering (invoice #248198 for $10,759.64 and invoice #248193 for $923.76) from the sanitary sewer capital fund and accepted the building department report for November 2025.
The council authorized a Citrix software license renewal for the police department totaling $17,481.20, to be charged to GL account 0010‑00185346‑0000.
All listed motions were moved, seconded and approved by voice votes with no opposition recorded during the meeting. Mayor Carbone said the sanitation and sewer improvements are part of ongoing capital work aimed at avoiding infrastructure failures seen elsewhere. The council did not take public comment on these items during the meeting.
Next steps: the budget transfer item referenced the manager of budgets' letter dated Dec. 10, 2025 and remains subject to final approval by the Board of Finance; the CROCOG contract work will proceed under the vendor contract.
